St Paul’s Home for Boys (previously known as St Paul’s Boys’ Training Home and Seaside Garden Home) was an orphanage run by the Mission of St James and St John at Newhaven, Phillip Island.
The home had capacity for up to 60 boys up to 14 years of age, the majority of those being wards of the state.
The home became notorious for cruel treatment, excessive discipline, and gross neglect. Boys were punished by having their hair clipped short and being locked and isolated in small cells.
Records of abuse date back as early as 1933, when an 11-year-old boy died in mysterious circumstances. It is alleged that the Superintendent of the home at that time, William Henry Baye, had jabbed pins into the boy’s legs, struck the boy in the head with a cricket bat and denied him food. The boy died days later, and an inquest was held into his death.
Baye resigned shortly after and was charged with manslaughter and assault, but the charges were later abandoned.
The home closed in 1979 and became a holiday camp for disadvantaged children.
