The Victorian Education Department allowed Ross to keep teaching despite knowing he had secretly photographed a naked girl through a two-way bathroom mirror in 1980.
Despite the 1980 incident, Ross remained in charge of Braybrook Primary School until 1989, when, after further complaints, he was arrested by police who found 3000 slides of naked and semi-naked children dating back 10 years, plus another 100 rolls of undeveloped film in his office.
Ross, who led the school from 1969 to 1989, received only a suspended sentence for the assault of a single student. But he is known to have abused many students during his time at the helm.
