Kelly was a convicted paedophile and scout master in Sunshine in the 1960s and 1970s. He used his position as a Scout master to access and abuse members of his Scout Troop.
He offended against multiple members of one family who complained to the police. Others in the Scout Troop then also came forward. Kelly was convicted and given a substantial prison sentence.
Kelly was reported to other members of the Scout prior to the police complaint but nothing was done.
He was so brazen as to even offend during Scouting meetings.
