Born in 1920, Broadstock was a member of The Salvation Army from 1938. He was promoted to Lieutenant in 1940, then became a Major, and then rose to rank of Brigadier in 1970.
As a Major, he was manager of the Salvation Army’s Box Hill Boys Home from 1964 until 1968. He was transferred to Bayswater Youth Training Centre in 1968 and stayed there until 1970.
Under Broadstock’s watch, the staff at the Box Hill homes adhered to a strict corporal punishment regime and were brutal. Broadstock himself took pleasure inflicting punishment that included canes and straps and encouraged the other officers to act the same way.
Broadstock also sexually abused many children at the homes.
