Elmer, a prolific sex offender, was born in 1944.  He joined the Christian Brothers in 1961 and made final profession in 1969.

He was a teacher and dormitory supervisor at St Vincent’s Boys Home in South Melbourne from 1971 to 1976, where he was a teacher and dormitory supervisor.

In 1998, Elmer was convicted of sexual offending against 12 boys at St Vincent’s Boys Home in the 1970s and was jailed for 5 years.

In May 2000 he was sentenced to 18 months jail for a further indecent assault; and in 2021, he was convicted of abusing two more boys at St Vincent’s Boys Home and was jailed for 2 years.
